Abstract
On May 19, 1981, the Baltimore Circuit Court handed down its decision in the case, Somerset County Board of Education et al vs Hornbeck. The written ruling, which was based largely on state constitutional issues, ordered the State of Maryland to equalize expenditures for the education of children in poor jurisdictions as compared with those in wealthier jurisdictions.
