Mr Stein's letter speaks to a serious access problem because SSI eligibility in most states guarantees disabled children not only financial assistance but Medicaid coverage as well. Having recently completed a federally funded study of disabled children's access to SSI and Medicaid benefits, I am well aware of the various obstacles to these children's eligibility.
Federal law establishes that children who suffer from a physical or mental impairment equal in severity to one that would prevent an adult from working are to be considered disabled for purposes of SSI eligibility.
