School Bus Seat Belts?

To the Editor.
The recently debated issue of whether or not to put seat belts on children riding school buses seems to be gaining momentum and attempts are being made to amass data supporting their usage on grounds of safety. My observation is that safety, although it is important, is not the most important issue today on school buses. Discipline, or lack thereof, is more of an issue. Data already exist to support the use of seat belts to improve children's behavior, and it would seem to me that recommending seat belts on school buses for that purpose makes much better sense and would be rapidly adopted by school officials! Perhaps we need to adjust the thrust of our argument!
