It is time to be at least equally concerned with the quality of state legislation for children as with its quantity. Although 29 states passed legislation related to phenylketonuria (PKU) by November 1965, there are serious drawbacks to the structure of some of the laws. For example, most of the 29 states require that newborn infants be tested for the presence of metabolic abnormalities which may be expected to result in subsequent mental deficiency (PKU Test).
