I have been informed that some objections have been voiced to the recommended space allowance in newborn nurseries of 30 square feet per infant. Since I feel very strongly that 30 square feet represents in fact the minimum safe and efficient space requirement, I believe it might be worthwhile to review the evidence which has led us to this recommendation.

As you know, we were able in the past several years to construct a series of experimental nursery units in which it was possible to conduct controlled observations while the units were in regular use.
